Under the new law, anyone stealing public infrastructure such as manholes, streetlights, or other government installations can face one to three years in prison. They will also have to pay a fine between Rs2,000,000 and Rs3,000,000.
People involved in removing, buying, or selling public installations without permission will also face one to three years' imprisonment. The fine for such offences ranges from Rs500,000 to Rs3,000,000.
If someone damages public infrastructure, they can be jailed for three months to one year. They may also have to pay a fine between Rs50,000 and Rs200,000.

The ordinance also targets scrap dealers and re-rolling plants involved in the illegal trade of government materials. Such offenders can face up to three years in jail and fines between Rs1,000,000 and Rs10,000,000.
For repeat offenders, the punishment becomes even stricter. Jail terms can increase from three to six years, along with fines ranging from Rs300,000 to Rs10,000,000.
Authorities have warned that if theft or damage of public infrastructure results in loss of life, action will also be taken under the Pakistan Penal Code.
A spokesperson for the Punjab Housing Department said the law has expanded coverage related to manhole covers, which have often been stolen and caused serious accidents.

The spokesperson added that the ordinance was introduced on the directives of the Chief Minister to eliminate mafias and gangs involved in damaging public property. He said, “Those who damage public assets meant for citizens deserve no leniency.”
The government believes these strict measures will protect public facilities and prevent accidents caused by missing infrastructure.
