(Web Desk): FIA prepares new rules for recruitment and promotions from BS-16 onward, with structured groups, fixed quotas, and service conditions.

The Federal Investigation Agency (FIA) has prepared new draft rules for recruitment and promotions for officers from BS-16 and above, according to media reports. Once approved by the Ministry of Interior, these rules will be formally implemented across the agency.

Under the new framework, recruitment for Grade 17 will be made based on recommendations from the Federal Public Service Commission (FPSC). Administratively, the FIA has been divided into four major groups: Investigation, Legal, Experts, and Ministerial. All new recruits will be assigned directly to these groups.

Employees will be required to complete their entire service within their initial assigned group, with limited options for inter-group transfers. New ratios for FIA and Police Service of Pakistan (PSP) officers have also been defined. In Grades 20 and 21, 70% of officers will be PSP officers, and 30% departmental officers, while in Grade 19, the ratio will be equally divided. For Grades 17 and 18, 60% of appointments will be departmental officers.

The draft also proposes ending contract-based recruitment for Grade 17 and above. Deputation officers will not be allowed permanent integration into the FIA. Promotions will be tied to minimum service periods, completion of required courses, and seniority adjusted for fitness levels. Annual promotion board meetings will be mandatory, ensuring a structured and merit-based career progression within the agency.

Officials say the new rules aim to streamline recruitment, ensure transparency, and maintain professional standards in FIA operations, while providing a clear career path for officers.
